The main impact to inflation will be the direct increase in energy costs in the first year worth 0.7ppt to headline CPI and a small impact when the carbon price rises in 2014/15 and 2015/16. Overall the CPI impact is forecast by treasury to 0.9% over four years. The Treasury forecast assumes no second round impacts on prices nor any impact on inflation expectations. This suggests there maybe some small upside risk to this estimate although economic conditions will dictate the extent of this risk."
